I've had this annoying problem too, one way around it is to give up on them talking directly and use Odbc as an indirect route to get developer and the db to talk to one another!
Suggestions from other people :
Developer 6 and Oracle 8.1.5 install in different
Oracle Homes. Make sure the you have installed the
right network protocols in the Oracle home where
developer is installed. If you installed developer in
the same Oracle home as the database you should
reinstall developer all over again after uninstalling
it.
After you install Developer and the right networking,
make sure you have a tnsname entry in your Developer
home pointing to the Oracle home using the right
protocol, if you are using tcp, you will also make
sure your listener is running. You can start your
listener in the control panel for Oracle Nt. For
personal oracle you should call "lsnrctl start" at the
command prompt.
